1998 Club Car Carryall wiring problem/engine cuts out

I have a 1998 Club Car Carryall 2 Plus. The engine runs fine except when it's running at full throttle, it cuts out for a few seconds, and then comes back. It will do that 2 or 3 times and then it will run fine until you let off the gas pedal and then the engine dies.

I opened the fuse panel where the solenoid is at and found 4 or five wires melted together with a wire nut. So someone previously tampered with it and I'm not sure what the wires are for, but I do know that they are grounded to the chassis.
