Default Brakes Questions - 09 Prec.

Hey all,
I was in the process of changing my brakes, and have a few questions before I do so...

1. Is the brake pad needing to be replaced yet? New compared to old in the pic:

2. I opened up the floor panel, started to loosen the brakes, and saw this clip on a spring that isn't connected to anything. What is it called? What is it for? Why is it just dangling?

Shoes look great to me. I wouldn't do anything to those. Maybe make sure the adjusters are not stuck.

Brake light switch. The metal tab is supposed to be secured under the lock nut on the adjuster. If you don't need the brake lights then just leave it off, but tighten the lock nut against the adjuster.

Voltage regulator and flasher/timer assembly, for the light circuit.
Circuit breaker for the light circuit.
