Default Problem with new tire

Has anyone ever seen this before, these tires are less than a month old, there seems to be white thread coming out of the side of the right rear one. I have checked the air and made sure it is nice and tight on the hub, I have no clue why its doing this and I know tires are made of wire or something but white thread???

Car tires often use steel belts, but not always. Cart tires are typically bias ply which often use polyester cord in the ply - made from polyester threads. Bound so loosely that they begin to seperate, especially chinese tires. Polyester thread

I have made 3 attempts over the past 2 weeks to get the issue resolved. I opened a case within eBay, maybe they can help
