I'm not talking about braking power, but maybe there are more than one variables being changed at a time. I thought I read someone post that even on jack-stands and turning the tires by hand, they had a hard time dialing-in the correct adjustment from either no braking to locked up, while they didn't seem to have that problem before the lift.

Something like that would have to be a bound up cable, or one stretched so far that the release spring is pre-loaded wouldn't it?

Dunno, I don't have a lifted cart, yet. But it seems - maybe I'm remembering wrong - that most folks give up and go disks, but you may be right that it's simply a matter of braking power.
