Did you adjust the ITS? Did you mean ITS instead if ITC?

Welcome to BGW!
Is it a series drive or PDS?
Is it a stock controller or an aftermarket controller?
Has the pedal box under the floor board or the controller gotten wet recently?

In any case, control element in the controller is shorted, or the throttle circuit is telling the controller to turn on to 100% when it shouldn't.
When we know what type drive system you have, we can troubleshoot it.

If the controller has been changed - I have seen this when a certain mis-match between throttle sender and controller exists.

Welcome to BGW

is the F/R switch on the dash?, or is it on the body of the cart by your knee?, does it have a TOW/RUN switch under the seat on the controller cover?

Sounds like you have a Series drive (series wound motor).

You can download the Service, the Operators and the Parts manuals from the stickies.
They are the three PDF file near the top of this sticky: http://www.buggiesgonewild.com/elect...g-manuals.html
