Angry 2001 ezgo gas

My cart starts and runs fine when I first start it but as soon as I stop, it wont turn over, it just kinda idles without turning over, I know its getting gas (changed carb, fuel pump, and filter) and there is a heavy gas smell. Is there a chance it is getting to much fuel and just flooding? If I keep stepping on the gas pedal it EVENTUALLY catches and goes. This only happens if I stop. If I wait a hour it starts right up and goes till I stop again. Any advice? Thanks!

sounds like your float needle valve is sticking open, a extra good carb cleaning should fix the problem
