i,m kinda surprised that its moving at all with only 33 volts one would think it would just sit there and shutter maybe move a few feet....................but yes you need to get that voltage up, check voltage in each battery and than pack voltage and load test them....................................

most electric motors will still move the carts all the way down to about 28 volts, the problem is, as the voltage drops, the amperage ramps up and the next thing you know, the cart wants to blow a battery or melt down some wiring..... That's why most 36 volt controllers start shutting down at 32.5 volts
