put a new one on, and it seems taught, but again does not squeal when on blocks?

with the heavy spring on there the drive belt might be tight enough to want to move the cart while trying to start causing the starter belt to squeal there for no squeal blocked up?

It is a new belt and very very tight...over tight in my opinion. Could the starter be bad? any way to test?

Run cart check voltage at bat. Your looking for voltage i think higher than 13v. This will tell you if gene side is kicking in

Other thing to check is belt alignment. You could try putting some wax on belt

Took the carb off for a good cleaning, and noiticed that the new gen belt is frayed on the edges also looks like it it not in the primary clutch pully grove. Anyone know what size or part number the belt should be? Also other than the top air adjustment any other carb adjustments?

Only frayed on one side which would lead me to look for something down under rubbing the side of the belt or a nick on one of the belt pulleys, no real way to misalign the belt pulleys without changing brackets.

nothing hitting it but frayed on both sides, hard to see in image, its like it does not fit in groove of pully.

I suspect what you have is the wrong ”V” angle belt. Doesn’t really fit the pulleys correctly so it squeals and slips while wearing the edges excessively.
