Question Carburetor Adjustment Question

I have a 1994 DS Fe290 engine in my cart. I soaked and cleaned the
carburetor yesterday.

I live at 7300 feet above sea level. I set the adjusting screw on the
carb at 1 1/2 turns out from a light seat. I read that somewhere.

At the altitude where I live, should I try another setting like 1 turn out
or 3/4 turn out? Do they make high altitude jets for these carbs?

In maintenance mode I get around 4100 rpm but driving the cart I get only
3750 rpm. Is this normal? BTW, I have one zip tie on the governor spring.

Is there an adjustment that will make the FE290 run leaner?

I fill like it is running too rich.
