The cart won't move because the solenoid doesn't click.
The solenoid doesn't click because it isn't getting the voltages needed to make it click applied to its two smaller terminals.

Could be the reed switch, the pedal switch or the keyswitch, or MS-2 microswitch if it is a Series drive.

To go further, we need to know if your cart is a Series Drive or a DCS.

If the solenoid is not clicking, the problem is in the solenoid activation circuit.

Check for battery pack voltage on the smaller of the three wires coming out of the backside of the charge receptacle.

If you have it there, place Run/Tow switch in Run, turn Keyswitch to On and select either F or R on the direction selector. Now you should have pack voltage on both of the solenoid's small terminals.

If you do, verify you have pack voltage on Pins 6, 7, 9 & 10 on top of the controller.

If you do, press the throttle pedal. That should put pack voltage on Pin-5 and Pin-7 should drop to Zero, energizing the solenoid.
