Default 92 Clubcar Carryall 2 clutch question

i recently put the torque spring in the driven clutch,,,nice power now.but how fast should the drive clutch start pulling.mine will start closing with just the starter and engine not even running.i think i need a new spring in it.how hard are they to install.ive seen the 200 rpm spring kits,is this a good choice??oh cart has 6" lift and 22" tires.
