Solenoid was the problem. Tapped it with hammer and everything went back to working like it should. Had to turn on key to get it to go. Arcing stopped. Of course it stuck again but have new one ordered. I should have mentioned that cart had been working fine until Sat, evening when it started acting up. Anyway thanks for the help.

The arc on the F&R comes from power trying to run through it when switching directions. The key switch does have an important function. Early 36v carts work like this, off of main neg. battery cable to key, from key to anti-arcing limitswitch on F&R, to micros on accel pedal, to solenoid.

This may be way to late to be of any help, but I had this problem recently and discovered that one of my power cables running from the f/r switch to the motor had shorted against a coil. It sounds like you have a short. There should not be any voltage to the switch or coil until you press down on the accelerator
