There is a spring attached to the throttle shaft its self that holds the throttle in the wide open position with the throttle cable disconnected. When installing the throttle cable it goes through the throttle shaft lever on the other side will be a small spring then the cable lock. With these in place move the throttle pedal about 1/8 down close the throttle plate sliding the lock toward the front of the cart then tighten it. That should get you close K.
