With no belts, and the spark plug removed, very easy. Are both of the belts off?

You should still be able to turn it over with the plug in it, but it will be much harder. Remove the plug and try turning it both directions. Are you trying to turn it by grabbing the clutch?

It won't turn either direction? Not even a little?
Was the motor running and then just quit, or did you get it this way?

it kinda moves like a notch back and fourth. I got it this way(was told it ran when pulled) just wondering what I can do to "make it unstuck"
