Default G22 gas solenoid issue

Ok so tested the battery, key switch and micro switch. All tested out at 12 volts. When I press the pedal it charges the wire reading zero volts on the small post of the terminal however does not engage the large post leading to the starter. I jumped the large post and starter turns right over. So I assume this is a faulty solenoid as a result of my tests. I replaced solenoid with a new one and problem still persist. I then decided to see if I may of gotten a faulty solenoid by pulling one off a running cart. When I installed the solenoid from a working cart I still got nothing to the starter. I then installed this solenoid back on the working cart it came off of and it now too is not allowing the starter to kick over.

Please someone help me out. Please don't say refer to sticky as I have tested most of what is mentioned there. I get power to the solenoid by pressing the pedal when key switch is on which tells me bad solenoid but doesn't seem to be the case. Unless something is possibly instantly arching out the solenoids on the problem cart. I have not tried to put a new solenoid I took off the working cart.

If you have 12 volts on the small red energizing lead at the solenoid with the pedal pushed, you need to check the black ground lead. There should be 12 volts weather the pedal is not pushed or pushed. Loss of ground when the pedal is pushed could be the fuse/wire harness problem.

One side of small post has 12v other side also obtains 12v when pedal pressed however it does not engage the solenoid.

In that case it would be the solenoid.
