Any idea why not receiving full pack voltage at key switch with batteries showing full voltage?

Bad wires - bad switches - bad connections - bad controller.
Voltage comes into controller on J1 Pins 4 & 5, goes out to Run/Tow switch on J3 Pins 1 & 3, back into controller on J3 Pins 2 & 4, and then out to keyswitch. Lots of places to check. Could be one the wires/connections to Pins 4 & 5 before they feed controller. |

I now have full pack power to two terminals on key switch and the one for the lights reads 12.5 but other one on switch nothing. I now have power coming out of pin 7 with run, key on and in fwd.

I have a four terminal key switch. I have the yellow on top, a white/yellow middle and red for lights to the right of them. What color goes below white/yellow?

I now have right voltage on all key switch terminals but only when switch is on second key position. In this position I only get a 12.5 v reading on pin 7. If in first key position I get no voltage in pin 7.

Do you mean 36v in and 0 out?
I believe what you are looking for is B to I with the key in 1st position. |

But if I switch white wire and white/yellow wire on key terminal I get full pack power in pin 7 with key in first and second position.

I don't have a blue/white wire. I have a yellow wire on B. Red wire for the lights on L. White wire for I and white/yellow wire for BI.
