Note it is the controller which sets the input voltage to the ITS and if you get the same reading on a second ITS then the controller has failed and you should look at an XCT400DCS control.

Swapped out ITS from 2 different working carts . Same output voltages. Cart still not working.

Okay so the controller which sends the origin signal to the ITS is at fault. You will have to replace it.
