Default Curtis controller

I have a 48volt club car,new batts,new accelerator peda;,new solenoid. I have 49 volts to both sides of the key switch(even with key off).Solenoid is always pulled in when I connect batts. Cart will do nothing(forward or back). I was using the cart and it just stopped. So I replaced all above. Finally does it sound like the Curtis controller 1510A-5250 shorted out? Any way to check Curtiscontroller?

I'm replying to bump this.

I would say the controller is defective as it is keeping the solenoid energized with a B- signal to the Blue/white wire. It is possible that you have a stuck microswitch in the throttle, however.

Others here will advise how to check the Curtis controller.
