Does open armature mean the motor is bad?

I retested motor continuity and got the same results. I also checked
A1-Motor Body OL
A2-Motor Body OL
F1-Motor Body OL
F2-Motor BOdy OL

I checked the controller.

With Key on - Initial reading is 27 V as I pressed the accelerator pedal the voltage increased to 37 and then dropped back to 27

I had read something that a resistor needed to be removed from the controller before testing. If so, this is something I did not do.

Depends on why the armature circuit is open. If it is simple worn out brushes, it can be fixed. If the armature is burnt out, you very likely will need a new motor.

You'll have to pull the motor and look inside.

Could the controller cause the motor to "Appear" bad when I checked the continuity?

Got my new motor and the controller is arriving today. I have read that the wires should be run together in pairs to the motor. Should I run A1 - F1 together or A1-A2 together?

I bundled the A1, A2, F1, F2 and speed sensor cable together with Ty-wraps and Ty-wrapped the bundle to the frame, leaving a plenty of slack at the motor end since the motor moves forward and backwards quite a bit during acceleration and braking.
