Default RXV troubleshooting

I have a 2009 RXV that I'm troubleshooting for a friend. When you turn the key on, it begins going through a startup checklist, but it won't drive forward or reverse.
-Batteries are good and charged, less than 6 months old, water level is good.
-Battery cables and connections are good & clean & tight.
-I pulled the accelerator and brake pedal all the way up to ensure they were in 0 position.
-I confirmed the plug under the dash was seating fully.

What is interesting is that when you put the cart in forward, while the run/tow switch is in run, the brake will release and the cart can be pushed around, free rolling. Normally the brake would open and close, right?
Now, once I press the brake pedal, the brake closes up immediately. But the cart will still not roll.

Is this indicative of a motor brake issue? Or possibly something else? What process can I take to troubleshoot it?

This is frustrating. While I appreciate you sharing the .pdf, I cant seem to open it. The claim is the file is corrupted, although it could be my phone.
