If the cart is a TXT, there is no glue involved, unless someone glued it after the fact.

Yes, just unscrew the two screws on both sides. This is clamping the mat down. Then you can remove it.

I have a set of diamond plate rockers so i guess they need to come off.

Yes. The screws go through the mat and must come out of the rocker panel to remove floor mat.
