I'd test the voltage at the starter while it does this, it should not drop that much unless its messed up and drawing lots of power then the cables will get hot. It should spin the engine about the same speed after one revolution or two at most. I had to file the inside of my battery clamps out once, and the posts on the battery, to get it to work right. They looked clean and I used a battery post cleaner (wire brush deal) but still would not connect fully.
