Default Doesnt make sense

Ive got an 03 pds that I got in on trade. The controller was burnt up so i replaced it and the solenoid. Still no go so I jumped the reed switch and still no go. Checked the key switch and have continuity...still no go. I hear the microswitch in the floorboard click but I cant think of anything else I am missing to get this cart going. I may just need to step away for a few hours and come back to it. Frustration is setting in. Cant even get the solenoid to click on so I know its not getting the propper power. any input would be nice. and in advanced, yes I have checked all of my battery cables haha

To get the solenoid to click (Clunk) n a PDS, you have to have B+ (Battery Pack Voltage) on the following pins:
Charger = Unplugged from cart
Run/Tow = RUN
Key = ON
F/R =F

Measure voltages on backside of plugs with plugs plugged into controller.
J1 Pins 1, 3, 4, 5, 6, 8 & 9
J3 Pins 1, 2, 3 & 4
J4 Pins 1 & 2

If B+ is missing on any of those 13 Pins, the controller will not energize the solenoid.

Pin locations and associated switches are show on attached schematic.

Get the solenoid clicking and it will either work, or we'll have to do some more troubleshooting.

Call me rookie. Instead of checking the continuity of the key switch from the 10pin connector, I just pulled the plate off and checked the back of the switch...that didnt help me too much considering someone cut the wire going to the key switch. Lesson learned haha
