As you are on and off the gas, you are killing the spark. That would seem like it is responding.

I would guess that it backfired a lot on you.

When you get to a laptop, download the pdf file. It's a manual that will work for yours.

You still need to look through the carburetor, and make sure your throttle plate is still in there. It really bothers me that you had no response while moving the throttle lever on the carburetor by hand.

I put a temporary fix on the existing accelerator cable and the slow speed response is great. Imagine that! Can creep along fine now. Thanks Cart Around for your prompt and right on the money advice. My cart is running like a champ now. Gotta love this forum!
