Thanks for all the advice, with it jacked up, the wheels will move by hand for part of a rotation, then get hard to turn. Tomorrow, i will try taking the wheels off and work on the brakes.

Cables could be rusted holding pressure on the brake shoe pivots ie:brake shoes contacting the drums NOT RELEASED. Try lubricating the cables pivot points brake pedal assembly and all the moving parts with PB blaster at first to free everything up and moving. Then use motor oil over all the points again for lubrication.
