Default 2004 DS - Governer Question

I loosened the bolt on the Governer to bypass it. Goes like a bat out of he11! Anyway, time to reengage it. I tightened it back up but no bueno. It still runs too fast. What am I doing wrong? How do I get it back to keep the cart at grandma speed?
