Bingo!!, tension cable is missing, and the part on the frame is broken off. It doesn't look like it would be to hard to fab something up to keep the engine from moving back under load. It is snowing like crazy here right now so any fab and welding is going to have to wait.
Thanks for all the help guys, I ordered a new jet and spring from CCP last night and will get the tensioner issue fixed this week.

It keeps the engine from moving towards the transmission

so it has nothing to do with the carb. why does it cause bogging? because the drive belt moves closer to the trans with out it???

Yes, the belt stays loose and doesn't travel to the top and the bottom of the perspective sheaves on the clutches.

The tensioner holds the motor in check to allow proper slack in the belt.

Right, the CVT has to have X distance between the primary/secondary shafts to shift properly. The engine is mounted on rubber mounts to cut vibration so they put a tiny cable to pull tight under high torque use and let it run on the mounts the rest of the time. Mostly I think the belt climbs up the primary on holeshot/low speeds under full power and that causes it to be in a 'higher gear'. So it causes the engine to under rev what it should be at as well as be in a higher 'gear'. Lower rpm = less power, higher gearing = less power via less torque multiplication.

Ok, I got bored at work today so I fab'ed up a new bracket and rod The engine doesn't move back anymore. Also Torque spring will be here wednesday.

Got new torque spring installed today, Made a good improvement, Need to get a new belt, I noticed it is worn,
