There's nothing wrong with your meter. You're getting 1540 ohms at the floor. That's close to full throttle but not quite there. Take the MCOR off of the vehicle and take the drive bar off of the accelerator pedal. The drive bar is the little aluminum rod that is used to drive the MCOR from the pedal when you depress it with your foot. They get wear and tear where they attach to the pedal and can cause you to lose the ability to get 100% throttle. Get a 1/4" piece of rubber fuel hose and slide it over the forward-most piece of the fork and put it back on the accelerator. It'll take the slop out. Once you get it back on, check the readings again.
