Default Resistor Control Assembly

What in the world does the resistor control assembly do. Here is the scenario, 2008 RXV. Cart wont do anything so I check all the batteries. Everything is good. Plug my computer in and check error codes. 12576 DC BUS TIMEOUT. Go through diagnostic steps one and two and the check correct. Step three: Remove resistor control module connection to controller B- terminal, if error status changes follow action 1. Action 1: replace resistor control module.
So here is the problem, or solution, THE CART RUNS GREAT with the resistor module disconnected.
What does it do and do I need it, (very expensive) WTF

its job is "a place to dispose of extra energy when the batteries are already full". the rxv relies on motor regeneration for electric braking to slow the vehicle. in a rare scenario where you required braking and the batteries were super-totally-full, where is the cart to put the energy created by braking? The Resistor... this rare scenario could occur if you lived on top of a hill, and had just unplugged the charger before leaving. while unlikely, this possibility had to be addressed too.
