Visually check that the purple wire from the MCOR goes to B- (and not M-).

You may want to also eliminate the Reverse Speed resistor from the equation by disconnecting the wires from Micro-Switch #3 and connecting the Green and White wires together.

You can use a blade type fuse to connect those wires together.

I wanted to add that if I have the throttle to the floor, release it, then go back to full throttle, it’ll fall back to reading around 20 volts. Could this be a bad motor?

I have no idea how the back EMF from the stator windings is going to affect your voltage readings as you change the load.

The correct procedure is to measure the voltage between M- (positive probe) and B- (negative probe).

I would be more suspect of the "repaired" controller.

Something has got to be giving feedback that the cart is moving, because it only does it after the motor is engaged.

It is the post with the Blue cable.

FSIP may have somehow removed the label but it also engraved in the Terminals themselves.

Where you put the probe is between the motor windings (Armature and Stator) and no one can derive any information from that test.

Do the same test using the M- Controller terminal (the one with the Blue cable) and the reading will likely be the same if you slowly press the pedal or immediately press all the way down.

It should start near pack voltage and go to 0v when the pedal is all the way down.
