Visually check that the purple wire from the MCOR goes to B- (and not M-).
You may want to also eliminate the Reverse Speed resistor from the equation by disconnecting the wires from Micro-Switch #3 and connecting the Green and White wires together. You can use a blade type fuse to connect those wires together. This is the wiring diagram for your cart: |

I wanted to add that if I have the throttle to the floor, release it, then go back to full throttle, it’ll fall back to reading around 20 volts. Could this be a bad motor?

I have no idea how the back EMF from the stator windings is going to affect your voltage readings as you change the load.
The correct procedure is to measure the voltage between M- (positive probe) and B- (negative probe). I would be more suspect of the "repaired" controller. |

It is the post with the Blue cable.
FSIP may have somehow removed the label but it also engraved in the Terminals themselves. |
