2006 precedent new solinoid no go

I picked a 2006 precedent that was sitting for years. I've replaced the batteries, and replaced the solenoid. Flip the switch from tow to run and the solenoid clicks but don't go. When I release the gas pedal and reengage it wont click until I switch the run tow switch again.

If I jump the two large terminals it moves at half speed.

Did you install the precharge resistor? Also,MCOR could be bad. Does reverse buzzer sound when placed in reverse?

Yes I replaced the resister and the reverse does buzz

More details With the relay jumped
the cart moves forward and reverse
the cart changes speed with pedal movement
with the charger hooked up shows good charge and auto shuts off when fully charged
Im assuming the MCOR works with the micro switches and the OCR is functioning normal do to battery charger indications. The fact that I can drive it while jumped should indicate the motor is good.
If I disconnect the relay jumper the cart doesn't move forward or reverse.

Am I looking at a bad controller?

Make sure the diode on the Solenoid coil is properly installed and working.

The banded side of the diode needs to be on the same Solenoid terminal as the light blue wire.

Are you saying the Solenoid clicks as soon as you flip to RUN and without pressing the pedal?

No when I first put the tow/run switch to run with the key on...The solenoid clicks once and nothing. It doesn't move and then it doesn't click any more.
