I just encountered this same problem and I found that customer had put new pulse line on from crankcase to pump and it was a foot too long and drooped down and filled it with oil and no fuel at pump. I replaced with new line just long enough to reach and keep it going uphill to pump, should not be any droops in line. Try that as well and keep us posted.

already put new line on,and it is short,im thinking i might have low vacum or weak pump IDK

What motor do you have? and did you check for the rubber plug?
Can you hook it to a known mower with the same type of pulse pump to check it?

no,i could not find a rubber plug,an all i know so far is by looking at pics of other carts an motors i know its a G-1 yamaha

I guess you didn't know you posted in the Club Car section so you will not find a rubber plug in the back of the block because Yamaha G1 2 cycle engines don't have one.
What they do have are crank seals that sometimes blow out from backfires or are just plain worn out and causes an issue you describe.
Everyone here was posting experiences regarding Club Car.
Back to square one......
