Thanks for the quick reply. Meter read between 3.75 and 3.9 volts. Not sure if bad connection from my meter, but the voltage fluctuated a bit. Is that normal?

You have another problem. I believe that is supposed to be pack voltage or at least way higher than 4 volts. Is it possible that reading was 37 volts ?

Just double checked and highest reading I could get is 4.03v at the brake plug. Main pack is steady at 50.4v

i believe golden eagle has bad brake.
"i can hear motor trying to move cart"
Brake with handles are old and known to be failure prone.

I suggest changing brake to new style BEFORE trying to troubleshoot further.

"Turn key to any position and it cycles on and you can feel the cart move slightly"
This will cause POST fail... Bad/slipping parking brake.
Even if other problems exist, bad brake should be replaced.
Since bad brake could cause ALL golden eagles problems/symptoms and brake is relatively low cost-- i recommend it as starting point...
Taking voltage readings can be problematic with RXV's as computer can decide
not to release brake. Then you will get low voltage to brake , Without hand held
scan tool, you don't know if computer is trying to release brake or not.
Again we have a pile of failed "parking/emergency" brakes but no bad controllers.

If you have a problem with an RXV-- guess parking/emergency brake --
you will be right about half the time..
(the rest of the time it will be batteries/cables/flat tires)

Thanks for the replies. I contacted a local guy who repairs golf carts and has done some work on RXVs and he is going to take a look in a day or two. Until then I am still trying to figure this out. I have been referencing the "Danaher Codes T-shoot Guide" to get an idea of possible things to check. The one main problem I see is that the controller is outputting only 4v to the brake when the manual says it should be 12v-18v. It also says current should only be present when switch is in tow. I get the 4v when the switch is on run also. I would like to check what the guide calls the "Brake Relay" on page 28, but i can not find it. Does anybody know where this thing is? I don't know if a shorted/broken brake relay could cause these problem, but I would still like to check it.

Please let us know resolution to problem.
Again. Taking voltage readings is not a reliable way to check brake.
Too many ways to make mistake. 4 volts is a common reading. Computer may be refusing to release brake.
Follow this procedure for tow mode to check brake.
1 key off
2 run tow to tow
3 key to N
4 check voltage.
5 Replace brake

The "brake relay" is under the cup holders, it turns the brake lights on & off, nothing more. The motor brake is completely driven by the motor controller.

My cart does not have the factory brake light kit installed. I'm guessing that is why i do not have the relay under the cup holder. I do have the purple and red wires coming out of the harness under the cup holder, but they go to nothing. Just out of curiosity if these two wires made contact and shorted while the cart was braking what, if anything, could be damaged?
