After reviewing some of JohnnieB's posts, I removed the jumper for the relay and found a broken connection on the post. The relay now clicked when plugged into the cart but still no charge. Close examination found another bad connection on one of the capacitor posts. After fixing both connections, the charger is charging the cart. After approx 45 mins at 45.3V pack voltage, the charger shut itself off. The ammeter is still not showing any movement. Will search for a replacement. Thanks again everyone.

Update. Charger is no longer fully charging the batteries. Not sure if its shutting off prematurely or just not supplying enough juice. Never did replace the ammeter. Pack voltage after the charger has been on for 30 mins only rises to 40 volts. I picked up a DPI Accusense charger which came with a Club Car 2 pin crowfoot connector. Going to swap out the connectors. Is there anyway I can jury rig the inhibit wire to keep it active with DPI charger?

If you mean the interlock to prevent the cart from driving while plugged in, just be sure to keep the magnet inside the charge plug in place when swapping the handle to the dpi charger.
