It just sparks. Nothing moves. And when I did that the wire kinda stuck to the terminal.

My 96 club car DS is not running either and I am suspecting the solenoid. When I test across the small terminals I get 48.3V when the pedal is pressed and the solenoid clicks. When I test across the large terminals I get 2.3V and it also clicks. Should I be getting 48V across the large terminals too when the pedal is pressed?
