Default 2003 Club Car DS Regen Issue

I just picked up a 2003 CC DS AQ0314-271219. The Cart seems to run pretty well even gets up to 20 mph. The Question I have is when I let off the gas pedal the regen braking is not kicking in. The motor runs free like it is a Series Cart. It has the stock Curtis Controller and CC 3.5 hp motor. Is this a possible speed sensor issue?

Either the "Pedal Up Mode" setting in the controller is set to "Zero" or the motor has a "High Speed Magnet" installed in it, which disables the regen braking.

It may actually have a high speed motor in it, which typically would use a high speed magnet. The 3.5HP rating is not a stock motor. So it's either a different motor or a typo.

It was a typo, the motor is Model # 5BC59JBS6365 3.2 HP Special Service. Can this motor take the speed magnet?

Yes it can, it's the OEM GE Motor.
