Default Club Car DS brakes

Brake pads have plenty of pad left but it is difficult to stop. The pads have been sanded and drums have been sanded. Any idea why it is difficult to stop

How is the shoes adjusted? Do you have them just off the drums so there is minimal pedal travel before they engage? And if they are old and crystallized, they will not bite when applied.

We just bought our first cart, a 2003 DS 48v Pathway which seems to be almost completely stock and I'm just starting to go thru it checking things out.
How old is "old" and is "crystallized" visible?

Hello, if you don't mind can you post pictures of both sides of how the brake shoes are installed? I am in the process of installing mine and am getting conflicting information.
