CC, Thanks for the tips , when I say spring action or any resistance I am talking was about with the motor running with the trans lever in the middle which I considered neutral , but when I think about the way the rearend is set up I am not sure the governor would have any effect if the cart were not moving , so when the weather gets right I am thinking on jacking the wheels off the ground and running a few more test and some more adjustments to the cables , the mechanics at the rental house I am sure have the cables all out of wack cause they have fought this problem for a while and gave up on it , lucky I have the sister cart to this one and can get some ball park adjustment measurements from that one which I have not tried to do yet ----------

The governor will still work with the transaxle in "neutral".. If the cable from the governor to the carburetor is seized, governor action will be diminished.. Grab the governor arm and move it back and forth while watching the throttle on the carburetor for movement.. The cable may be seized and holding the throttle wide open..
