I am having the same problem. I just rebuilt the engine and this problem occurred after reinstall. Did not exist before removing engine for rebuild. Going to remove the flywheel cover and check to see if I accidentally pulled the small wire off the coil. I tried everything to get the engine to stop. Turned off switch, disconnected battery, only thying that would stop it is pulling the wire off the spark plug

Its the ground wire on the coil it just plugs in. it get pull off once in a while. take the pass. cover off if never had it off before you will need to take the bolts of the motor mount off to lift that side up. There is a 10mm bolt in the lower left hand of the cover.

Under the air shroud on the passenger side. Follow the spark plug wire to where it disappears.

I just had this same issue with a Yamaha it turned out to be the starter generator
