Generally when Reed valves are bad you have fuel blwong back into intake tube/air filter almost sounds like a fuel problem

Yes. Sounds like flooding . Can 2strokes flood.

Yes there's two ways this can happen float stuck or set to high or bad fuel pump dumping fuel straight into the crank case via pulse like... Pull the carb off and pull the bowl off raise flow while blowing air in it air should stop when float is level or slightly Bellow level if that checks out pull the pulse line from from the crank case to the fuel pump and make sure it's dry and not full of junk

You could have a "not enough fuel" problem too. Too much fuel and not enough fuel oddly have about the same effect on 2 strokes. When your cart goes into bog down mode you may want to quickly pull and inspect the plug. If it's real wet then, indeed, you are flooding. If it's dried up then you are running lean. If it's just a wee bit moist then it's just about right.

Bad reeds normally cause a lean running engine so, if your engine is getting to much gas your reed is good.
