10" wheels with low profile tires will not do anything for your speed, no. Going from an 18 inch (Stock size) tire to a larger (22 or 23") tire you will pick up some top end speed, but at the cost of low end torque, mostly due to the rotational mass difference.

The best advice you could get would come from Don Plowman. The guy is an encyclopedia of Yamaha golf carts. You won't find anyone in the country better than him. Give him a call, he's very nice and more than happy to help. It may cost more than going through some of the other competitors, but... as anyone on here that has had a cart built by him will attest... you won't find anyone else that will make you happier with the end results, and the end result will last.

HEre's a list of his G16 upgrades

Clutch kit is probably what you're after... but you'll need to call and talk to him so he knows exactly what you're looking for and he'll put together just the right combination of parts.

Without a lift I don't think you can get more than a 20" tire in a yamaha. That would yield a 10% speed increase. As someone sort of stated the only way to get a real speed increase in a stock height cart would be high speed gears.The last I checked the best price was from CPP a sponsor here. In fact I bought a set from them that I haven't installed.
