It sounds like a common failure. Like there is way to much resistance in the wires and that creates a load of heat that likely set off a thermal protection safety. What guage are the wires? Are they like autozone battery cables? I'd bet you have a cable problem there. A lot of times the corrosion can run underneath the cable insulation and you can't see it. And that creast mass resistance that could be the source of many of your problems.

New 2 AWG cables on the batteries, original 6 AWG cables going to motor. I told him he needs to replace those as well.

Ask him to measure some voltages which might help us point him in the right directions. Or just replace one thing at a time until he stumbles across the problem if he likes working on golf carts and wasting time and money.

Also just a thought but, you say the lights dim when the pedal is pressed. That tells me they are not hooked up through a voltage converter. If they are hooked up to a single battery that will throw the charge levels way off over time; causing the "light" battery to not get a full charge. Check the voltage of the battery the lights are hooked up to when you press the pedal.....that battery may already be bad from the improper config.
