Default 98 g16e weird electrical problem.

Hopefully some one can help me. I do a lot of tailgating. My g16e runs fine full throttle. But when I'm tailgating its slow traffic. When I'm driving slow it randomly quits. No throttle response for a few seconds then back to normal. Goes a little while longer same thing. The last time I used it. It blew the 10a main fuse. I've upgraded the wires, new solenoids, new stop switch and new batteries. If it's the controller shouldn't it take longer than a few seconds to cool off? FnR switch?

The controller works much harder at slower speeds than it does at full throttle meaning that it gets warmer.
When it quits do you have any solenoid response?
If you push the car in the shut down state does the solenoid close?
Does cycling the tow/run switch get a response or does it start moving again on its own?

I can still hear the solenoid clicking. I've pretty much narrowed it down to the controller.
