Yep. I was also going to recommend the wood block on the back of the pedal. I’ve seen it done, and it works. Paint it black so it is not visible.

What if you disconnect the speed sensor? What would that slow it down to?

Super slow, like slower than walking speed.

You shudda got an Alltrax with BT programming - coulda zoomed to the test - reset max speed- tested- resumed max speed setting and zoom home

Just don't wrap it on with layers of duct tape

I misread original post. I thought looking to slow down TO 2-3mph, and not slow down BY 2-3.

Thanks for all the input and thoughts. I ended up attaching a block below the cart where the accelerator comes through the floor to limit the ability to get to full throttle (Thanks for the idea to physically limit the accelerator). It took a few test runs to get it in the right spot but it worked great. Limited the speed to 18MPH and nothing was visible.

Of course, when the officer came to do the inspection he never checked the speed in anyway. Just a quick check-list to makes sure it had what was on the list and that was it. He checked the brakes by me driving the cart ~10 feet and then stopping, we never left my driveway. ¯\_(ヅ)_/¯
