Default 2001 Club Car DS - Pulsating/Running Issues

I have a 2001 Club Car DS that I just picked up. When I first jumped on the cart it was really really slow and then after about 200 to 300ft of driving it it started driving fine but then it kept picking up more and more speed and then cut out like the governor kicked in. I checked the governor and it looks to me like everything is in the stock location and there's no zip ties around it like some people like to do. Then I checked the black box where the throttle cable comes out of it and that seems to be okay as well. Any thoughts on why it would do this? As mentioned when it first started out it was driving extremely slow and then after 200 to 300 ft it took off.

Just a little more information I did wash the motor earlier today because it was extremely dirty as well as it's about 30°, rainy and cold here.

When it first started out and was running 'slow' had the engine actually started or was it just running on the starter? When it began running faster perhaps the engine 'came to life' and provided the extra power?

I thibk the engine was running when I first started.
