It is a 24 volt system and it reads 25 volts sitting, then when you press the accelerator the voltage goes down (I measured this from the two termanals on the battery at the last point in the circuit, or the top two terminals in the picture) The batteries are wired correctly. (Picture included of battery wiring)..

Added info.... Yes you have a controller cart. No I don't think the controller is the problem ...Yet....hang in there.
Yes the cable comes from the positive battery terminal to the right side of the solenoid.. then from there the 2 wires coming off the solenoid go to B+ AND a bolt on the underside of the motor.

NOTE: The motor has four total connections, two on the bottom and two on the top.

Had a chance to read some voltages yet?
I just tried to do... I don't know how to use a multimeter too well when it comes to ohms.

I took the white and black wires off the controller and put the positive wire of the meter to the white wire, and the negitive wire to the black wire. No readings changed when i pushed the accelerator.

ok doesnt matter about polarity when reading ohms. make sure the meter is set to ohms and the test leads are in the correct jacks on the meter.
ne reading change, ok what was the reading?

ok 24v system, what does the voltage drop to when you press the accel.? and do you have the same voltage at the controller? do you have any voltage at the motor when the accel. is push down?

Ok but the meter has a ton of settings... 200K? 20K? 2K? or just 200?

I included some pics of what I am doing, and the multimeter

When you push the accelorater down the voltage of the battery circuit drops down two about 23.5..

At what connection points do I measure the voltage getting to the controller?

20k because your wanting to see a swing of 0-6k. if you were wanting to see a reading of say 22k then you would select 200k because it is the next setting.
so set to 20k and read it with no pedal and power off (the key) and slowly depress the pedal and watch it change. should start out at zero and work up.

across the positive and negative lines coming from the batteries not the motor. dont need to disconnect.
