Default over reving

after the engine on a 2000 gas club car siezed we managed to unsieze. we installed new piston rings and gaskets and managed to get the engine running. the problem now is it over revs. we have swapped the rear axle to ensure the govenor functions correctly. swapped the carb and swapped the rev limeter. none of these things have stopped it over reving. any help would be much appreciated

Unless your new limiter is bad or someone has bypassed it completely it should hold the engine to around 2800 rpm iirc. Double check that the limiter ground wire is connected and also the ignitor / coil feed wire is connected properly.

thanks for the advice. have tried the rpm limiter on another buggy and works fine so definatly not faulty. all connections are good as well. have also tried adjusting the govenor but it is still over revving. on start up the cable on the carb goes fully out (carb fully open) then when it over revs the carb closes then opens and closes until you lift your foot off the pedal. it is fine if you dont put your foot alll the way down.

have just tried disconnecting the rev limeter and revs stays constant but still too high. when i reconnect the limiter the revs become intermitant.

are you sure its over revving?? anyway can you get a meter with the rpm lead and check?? when it does the up and down over rev that sounds like at least the limitor is working thats why it keeps backing off ...........how did you adjust the gov? right off the top of where you loosen the 10mm bolt and turn the shaft? if not try it there that shaft only moves either way maybe 1/8 of an inch so try turning it down all the way.......theres no other reason or way for it to over rev other than limitor not working but it sounds like yours is.........i think tpo rpm should be right around 3000 rpms or so........
