make sure everything is moving freely back at the governor - if it's sticking, you're doing nothing more than compressing the spring on the primary cable when You hit the pedal. You need the Governor arm to move with the primary cable, which in turn pulls the cable that goes to the carb...
THAT, or if it feels like it's "Straining" against a load, it could be that one or both of your clutches are weak, dirty, etc and are sticking in the lowest range. |

Ill have to look but I remember seeing a step by step on how to get all those cables calibrated and in sync. If they are off then youll have issues.
Page F2 of the Technicians Service guide out of the tech thread tells you how to properly set up the governor. |
