Crank seals. But didn't you say the crank case was flooding with fuel? There should be no fuel coming out of the hole on the back of the pump where it attaches to the block. If you see any there, the diaphragm is leaking. You compression is sufficient so the rings are apparently right. Only two ways for fuel to get into the block..... thru the carb or a faulty fuel pump diaphragm. With the pump installed, if you disconnect the fuel supply to the carb, place it into a suitable container and urn the engine over. You should see fuel pulsing out of the line. Either your crank seals are leaking severely and not allowing the back pressure created by the piston cycling up and down to pulse against the fuel pump diaphragm or the diaphragm is bad. I suppose there is a remote chance that the reeds are not working properly as well but the simplest thing at this point is the pump. Again, no fuel should be leaking out of the back of it.

you can see that with the pump attached to the block the pulsing pressure of the case causes the pump to draw and supply fuel. There is fuel/air mixture in the block but should not be raw fuel in there.

found muffler clogged.

search "Muffler BBQ" here on the forum and You'll find a cheap (free) and easy fix for that !!!!

I'm a little surprised. Flooded engine, and not moving any air screams seals, and fuel pump.

I can see how a clogged exhaust would stop the air, but you should have had a lot of pressure blowing out of the fuel pump pulse hole.

Yeah, while a clogged muffler isn't helping anything..... Fuel pump check and seal check are in order.

Btw.... In the op you said new carb kit..... Is the float adjusted correctlyand astopping the flow of fuel into the bowl when it gets full? Just another thing to double check. Good luck
