No, everything runs as it is supposed to, except the surge. The best way I could explain it, without a video, would be that is hitting the governor and backing off and hitting it again, but I have the governor disconnected. Maybe an example would be a pressure washer without pulling the wand trigger. It just runs high rpm, low rpm. No difference in anything with the choke. I pulled both plugs and they are brand new, but pitch black.

You guys are the best! Threw in a new ignitor and she fired up and ran smooth. I would have never thought it was an electrical issue, it sure felt like fuel. Wish there was a way to test those things though.
